Council of Europe Calls for International Action to End Abuses in Chechnya

n April, the Parliamentary Assembly of the Council of Europe (PACE) adopted a strongly worded resolution stating that Russian government structures have "failed dismally to provide... protection from human rights abuses" to civilians in Chechnya and identifying a climate of impunity as a primary cause for continuing abuses by Russian and Chechen forces.
